What do these flags mean?

I noticed that the flags on my street have all changed today. There are loads of these ones.....http://yfrog.com/09img1059rj

I was wondering if anyone knew what they are for? I then later noticed the same image as a permanent sign above one of the entrances to Gyeongbukgong station. http://yfrog.com/0bimg1072j

방위 means defense. 빈 means empty. In context with the picture, it would probably translate to Environmental Conservation...on a government building, I would read that as "Parks Department."

Sorry, didn't see the second pic. 대피소 --> means shelter...that way.

What is Civil Defense? What type of exercises?

It at least always used to be that, at 2:00 p.m. on the 15th of the month, a siren would sound and everything outside would come to a halt. Traffic would stop, pedestrians would stop--everything. People had to go inside a building and stay until the all-clear siren was sounded twenty minutes later.

I haven't been out in a public area at 2:00 p.m. on the 15th of a month in a long time, so I'm not sure if it's changed much...

I was once caught up in that stupid thing,,,,,was sat in a taxi for almost 25 minutes, I thought after 5 mins it was a bit of a long traffic delay, then after 10 i got a little annoyed, finally after 15 i had enough but thought it has been long enough it must move soon and i figured since i had waited 15 mins i could wait a little longer (it was humid as hell so i thought it better to be in a taxi with air con, oh and the taxi driver stopped the metre, i only got charged 2000won)
