I'd be fine with that. Permanent residence is one thing, but actual citizenship should take some language requirement.

I hope it is English for English Canada and French for French Canada. It would make no sense to give citizenship to some Algerian who lives in Edmonton because he speaks french. He might as well be speaking Klingon.
