I'm having issues with my CBC so I called the embassy and explained my situation.
She said "The Korean government changed its policy about background checks without consulting with the United States about this [as is their right as a sovereign nation, but still pretty stupid]. We've been getting a lot of complaints from US citizens about this. Our thinking is that Korean Immigration doesn't want English teachers in Korea"
When I asked why, she said "They've been having too many complaints about sexual harrasment, sexual assaults, and fake degrees"
Now I'm naturally skeptical about this, it sounds like a line lifted from MBC or KBS--standard issue knee jerk xenophobic petulance.
However, I'm curious as to what, if any, data exists to support or discredit this line of thinking, and if there's actually something to this supposed position of Korean immigration.
Granted, this is just the thinking of one person at the Embassy, but I was more than a little taken aback that he/she would just come out and say this to some dude on the phone. |

I really do think Korean Immigration wants to keep foreign teachers out. Normally I'd expect someone to want to work at immigration to like foreigners, and thus hope to interact with them. Alas, at Korean immigration there seems to be quite a few who work there because they want to keep us out. At least that's my theory, anyway.
OP: What troubles are you having with your CBC exactly? What regulations have changed? |

Well it was in another thread but it got pulled, at least for the moment. Needless to say don't get a state of Illinois background check if you want to teach in Korea unless you work from SMOE GEPIK or EPIK. |

It must have been a software glitch as I know I didn't do anything with it. |

I think if you do a little research, you'll see that the Koreans have had a lot of trouble with pedophiles from the West and people with bogus degrees and certificates trying to teach in Korea, along with endless illegal teaching of privates. In fact, the apostilles and CBC requirements were the direct consequence of the waegook freak who was teaching in Korea/ Thailand and posted swirly-face porn all over the Internet and was finally busted by Interpol. I'm not a big fan of immigration, but I think it was about time they enhanced some of the standards for screening job applicants. To say that they "don't want any foreign teachers," however, sounds a bit hyperbolic on the part of whoever you spoke with on the phone. Moreover, if immigration is refusing visas for qualified teachers because of silly misdemeanors, that's completely asinine. |

I told the embassy I had an apostille from a state government and that the Korean government was in effect ignoring that, and that's when she told me that the Korena government had taken an 'antagonistic stance". This really proves nothing, it's just one lady, but interesting nonetheless.
I'm aware of the Thailand guy, but after that I'm not so sure. In fact, I can't find any info about sex crimes committed by e-2 visa holders in Korea, that guy included. Everything seems to be anecdotal. |

Just so you understand that dirtbag was on an E7 visa! And had teaching certs from Canada thus HAD a background check in Canada. Which by the way IS not required still for an n E7. The laws now are only for E2 thus still wouldn't affect him.
kangnam mafioso I think if you do a bit of research you will find your statement is total junk! The FAKE degree issue popped off AFTER a bunch of high profile Koreans were caught with fake degrees! Then the media and others went on the hunt to find any Foreigner to point the finger at to bring the heat off of Koreans. If I remember right after they re- verified EVERY E2 teachers degrees two or three times that year!! I think it was like 3 or 4 teachers were found with fake degrees. Out of what 10,000 people? As, to you other claims just goggle Korea and human trafficking or human right watch Korea. My Korean friend who works for the PD showed me this one.
If you look at my old posts you will see I have never been a Korean basher. If you look I have stated many time I do in fact have a good life here! However, your statement gets my blood boiling. I assume also you are a Korean of some sort and these statements to expats are in fact what hurts Koreans on the global stage!
I was just discussing this with my Korean friends yesterday in fact! How blanket xenophobic statements hurt Korea in international trade. We were discussing what things Korea need to do to be more competitive.
Sorry, if I sound aggravated it�s because I am. I say if you make blanket statement SHOW us the research or list were this legitimate research can be found! |

You think wrongly. In just one sweep they busted over 50 teachers with fake degrees. The background story to that is that a Korean recruiter was recruiting people without degrees to come over and then he'd make degrees for them. Several guys got caught, squealed, and the authorities found the recruiter and a list of names he'd made degrees for.
There have been other mass roundups...there were quite a few threads devoted to these alone.
I don't have time now, but I'll see if I can find one or two of them later. |

Does anyone have any info on even one confirmed case of a visa-holding, English teaching foreigner in Korea who has been convicted of any kind of sex crime?

Ah yes, I do remember that one. But, that was a different issue and it was a while back. Before the current witch hunts. If I remember a lot of the "teachers" recruited were not even from native speaking countries.
I�m talking about all the Koreans who got caught in 2007-2008 that caused the media sensation. This caused all of the PS teachers in Korea to have to re-verify their degrees several times. Then they were asked for web links and verification sites and letters etc. This is when all the �New� immigration stuff started popping up.
Then the Korean media came into the BOE training session here in Busan snapped a bunch of pictures of PS teachers and then printed a story the next day about how HALF of all teachers in Korea had fake degrees then displaying these pictures. BOY was I pissed as I had put a lot of work into that one.
Many of the people plastered on the front page were 3-5 year veterans married to Koreans and two were certified teachers in the west. This was done right after those high profile Koreans got caught with fake degrees. This then set off the foreigner witch hunts again. |
