Can someone tell me if its possible to go through a recruiter to a public school without EPIK.

In a word "No".

If you're public, you're EPIK.

Obsfucation results from 'autonomy' - SMOE, GEPIK, POEs/MOEs - under EPIK.

If you're lucky, the answer is yes. But it is not as common as many of us might wish. Almost all of the ps jobs are with the government today, as cruisemonkey said.

The main reason is probably money. It costs around 40 million won to hire a NET, which the schools probably don't have floating in their discretionary account. You might be able to find a privately financed afterschool gig, which might be more likely.

Last year I heard about a job in a city in Gyoungbuk (Waegwan near Daegu) about a private job teaching in an elementary school from a Korvia recruiter. The salary was higher than usual, around 3 million, and it was not in EPIK. Six months ago, I received a phone call from the same recruiter from Korvia, who asked me if I wanted to interview, and I was going to interview for that job with that school, but I decided to stay in EPIK for another year. That recruiter told me that the private elementary school job wasn't from Korvia, but from another recruiter's agency, but she could put me in contact with that recruiter thus I would be able to interview for that job.

I am not with EPIK and I have worked for 2 years at a public school in Daejeon (not after-school program).

Some cities have their own programme eg Seongnam Kyounggi-do
