What happened with the global schools initiative in Seoul?

Early last year, the superintendent of (SMOE), Kong Jeong Taek, announced plans to open more global schools. Supposedly, global means that all subjects other than Korean will be taught in English. After some checking around, I haven't found any Korean public schools that run an immersion language program. I do know that the global high school in Seoul has nearly all its lectures in Korean unless conducted by an FT.

Was this all just empty talk or is something planned?
