What can one do on an H1 visa?

My sister is hoping to move to Korea to work p.t. for her friend who is opening a small school- the only problem is that my sister doesn't have a degree (only a diploma) so teaching English at the school is not possible for her legally.
Does anyone know if working as an art instructor is also prohibited (on an H1 visa)? My sister (who is a graphic designer) would be teaching the classes in English, so not sure if that crosses the line...
