Possibly a shop outside the gate. Koreans don't chew tobacco, they wouldn't know what it was for.

Hamilton Hotel on the second floor is a smoke shop and they have Skoal and Copenhagen. Last price I saw a couple years ago was 12,000 per can. I would guess it is 15.000 to 20,000 now.
