I am looking for contact information on civic groups that help foreigners. Whether it is for legal, cultural, language, familial and so on, all contact info would be appreciated.

This is one group, but their focus is on helping migrant workers from developing countries.

I'm not sure if there are any organizations set-up specifically to help English teachers (or if this is even relevant to you), but I think most of us would agree that the 3D workers (dirty, dangerous and something) have a much rougher time than English teachers in Korea and are probably in far greater need of support.

ISKA is for foreign women married to Korean women.

This is good so far, thanks! Any foreigner actually. I'd like a smattering of groups, ones that help E-2 visa holders comprised of Koreans would be very helpful as well.

Never ever forget 031 120 to talk to Josh who can support you in Suwon as free of charge.

I'm waiting for your requests with full of respect to provide services you want related stay in Korea. (working hour: 9am to 6pm, mon to fri)

Just call 031 120 (Gyeonggido govt call centre), and leave your number, then I'd give you a call asap to save your phone bill! ^^

and all your matter related Hagwon is also able to be handled in the position under the govt.

Not sure if this is on topic but near the big IBK bank in haebangcheon there is a foriegner's help center which is also a cop shop. Been there twice, usually efficient (yeah, shocking, I know) and friendly.
