SEOUL (AFP) � North Korea said it was abandoning the truce that ended the Korean war and warned it could launch a military attack, deepening tensions two days after testing an atomic bomb for the second time.
The strongly worded announcement came amid reports the secretive North, which outraged the international community with its bomb test Monday, was also restarting nuclear fuel work that could make plutonium for an atomic weapon.
Defying international condemnation, the regime of Kim Jong-Il said it could no longer guarantee the safety of US and South Korean ships off its west coast and that the Korean peninsula was veering back to a state of war.
"Those who have provoked us will face unimaginable merciless punishment," the statement on the official Korean Central News Agency (KCNA) said, blaming Washington and Seoul for the latest turn of events.
The North's anger was provoked by the South's decision to join a US-led international security initiative, established after the September 11 attacks, to stop the proliferation of weapons of mass destruction.
South Korea joined the so-called PSI after the North Monday carried out a second nuclear bomb test which was far more powerful than the first test in October 2006.
The PSI, which includes more than 90 nations, provides for the stopping of vessels to ensure they are not carrying weapons of mass destruction or the components to make them.
"Any tiny hostile acts against our republic, including the stopping and searching of our peaceful vessels... will face an immediate and strong military strike in response," the North Korean statement said.
It said its military would "no longer be bound" by the 1953 armistice that ended the Korean war -- in which the United States fought on the side of the South -- because Washington had drawn Seoul into the PSI.
With no binding ceasefire, it said, "the Korean peninsula will go back to a state of war."
The North has taken an increasingly harder line with the international community in recent months, testing a long-range rocket in April, several missiles over the past few days and its second-ever nuclear test on Monday.
Analysts say Kim Jong-Il, 67, is likely carrying out the shows of strength to reassert his control in the impoverished hermit state. He reportedly had a stroke in August, which has renewed questions about who might succeed him.
"Kim is trying (with the nuclear test) to impress the cadres and the elite in general... to convince powerholders that his family is the one that should be ruling the country," Peter Beck of American University in Washington told AFP on Tuesday.
"It is not unreasonable to conclude that they are no longer interested in nuclear diplomacy," Beck, a Korea expert, said.
Almost six years of international disarmament talks aimed at getting the North to abandon its nuclear programmes in exchange for energy aid and security guarantees have failed to get Pyongyang to give them up.
The international community, including the North's main ally China, strongly condemned its latest nuclear test.
But diplomats at the UN Security Council said they would need time to agree on a new resolution against the North.
"It is a ludicrous idea for the US to think that it can defeat us by sanctions," the North's official cabinet newspaper Minju Joson said.
"We have been living under US sanctions for decades," it said. "The US hostile policy towards us is like beating a rock with a rotten egg."
In the meantime, South Korean reports said, steam has been seen coming from a plant at the North's main nuclear facility at Yongbyon -- a sign it was trying to produce more weapons-grade plutonium.
The North had previously agreed to dismantle Yongbyon under a 2007 deal that was hailed as a breakthrough. But the follow-up agreements to that deal fell apart, and the six-nation talks that worked out that agreement have since stalled.

I love watching this game of chicken take place. I firmly hope that LMB finally tells the Norks where to put it and where they can go. "Fine, attack us and while your at it kiss your arses goodbye with the lovely missile headig towards you atm."
Same old saber-rattling. Although I wouldn't doubt that there could be a minor military outbreak in the Yellow Sea. NK is running scared and pumping their muscles one last time before they get deflated for good.
I got my Jacob's Creek on stand by for when they get humiliated.
On a serious note, I don't see how they think they could win. Even without the US, SK's technology and military capbilites far surpass anything the Norks can muster up. Sure they have more men and some old tanks and guns that do pose a real threat to Seoul. However in the long haul they know they would lose. Right?

Afs, it's not about "winning", it's about being enough of a threat to get a free lunch. KJI and friends have pretty much stolen everything they can off of their own countrymen to provide them with their comparably lavish lifestyle. They want the rest of the world to continue to fund their sorry existence. |

Eventually, something is going to happen. First, the world cannot simply stand by and watch this go on...mainly South Korea and the U.S. The U.N MUST be ready for a military conflict or be ready to deliver an ultimateum.
Sanctions don't hurt the goverment........they only hurt the people (Saddam new that).
Finally, China is NOT going to sit by and watch South Korea and the U.S. get it on with the Norks. China is not innocent in this and I beleive that have a bit to do with it. Actually, they have a lot to do with it, considering how much they give to North Korea.
The world has stood by and done nothing, excpet jabber, talk and think "Ohhh....diplomacy is the answer". Well, it was at one time, but that is over.
Also, it is foolish to assume that nothing will happen. It is foolish to underestimate your enemy. It is foolish to assume that NK is simply rattling flapping their gums. Well..............perhaps they are, as long as they get what they want. But, that has to stop.
This is why Bush did not meet directly with NK. He tried to get diplomacy on the table but....as we all know, NK can't hold their end of the bargain on anything.
An animal is most dangerous when it is either wounded, cornered or sensing it's time is nearly at and end.
Do not underestimate the seriousness of the situation. I strongly hope that everyone here has a back up plan to get the hell out. It may actually happen......and, 2.3 million won ($1600) a month is not worth it. This place is not worth your life.
Be ready......just in case.

I'm guesstimating there's about a 7% chance that KJI will go delusional-bonkers and decide to go for all out war in the next 10 years. Before he dies anyway.
So, no. I'm not one of those people who say, 'nah, it'll never happen. The North will never attack. It's all brinkmanship.'
Then there's the scenario where a small skirmish gets out of hand. That could happen. |

I respectfully disagree...not that I want all this to happen.
But, you can't underestimate a crazy *beep* like this guy.
After all...he has gone this far and the citizens WILL follow him.

That old man is fixin' to croak soon and he's just going nutz in his last days. Hopefully things will simmer down when he kicks the bucket soon. I sure hope he dies in extreme pain and misery as he's one evil man like his dad. I would reckon most North Korean people are NOT evil like their dictator.
Saying they're taking these actions just now becuase South Korea joined a US led security initiative 8 years ago is silly. Why wait until now? Did they finally get the money to buy outdated old good condition Russian hardware due to South Korea financing them with intent to help the North Korean people? Did South Korea pay them a bunch of money in recent years to keep their threats at bay? I think so. Sure of it.
That old Kim Jong-Il is fixing to kick the bucket so he's trying to go out bad. He's also capitalizing on the former presidents suicide last Friday to further degrade the mentality of the South Korean people. This is pure BS. I honestly feel South Korea should go kick some ass and just take back their other half. This situation is majorly offensive, but the South Korean people are trying to maintain face and won't address the issue frontal face on.
And they're still holding some Americans and other foreigners as prisoners without right to jury trial or international court hearings. Not right. Totally bad. It's too bad China has interests in North Korea, because America's finest would be taking care of business to seek justice. Now we don't want WW3 so we can't invade. Only South Korea, coupled with Japan as an ally, can invade and take the North without serious repercussions resulting. |
