Yes, it says, "본인확인제로 인해 한국 국가 설정시 동영상/댓글 업로드 기능을 자발적으로 비활성화합니다. We have voluntarily disabled this functionality on kr.youtube.com because of the Korean real-name verification law."
This just started today, but we already knew Youtube had recently agreed to the new Korean law requiring internet users to be responsible to their real name on what they say and do online. Not sure how to verify real name as no options are given for that. So much for freedom of speech...
What democracy? Who said Korea was a democracy? |

yea what Insomnia said.. it's been like that for a while now. I don't think there is a way to do real name verification there b/c you don't enter an ID number or anything.. that's why it's just completely disabled. But it's easy to get around it by just changing your region on youtube. |

I just changed mine to "Japan". I uploaded two videos two nights ago no problem once it was no longer "Korea". |

I can still post on my home computer as the internet service is in my name and ARC ID number, but not on a work computer. When they set me up, we entered my ARC info to register my KT Megapass account. |

Real name verification has nothing to do with you using your own internet registered by you. It's for whether or not the internet site itself requires you to enter any ID/real name to sign up and verify you are who you say you are. Youtube doesn't require that, so on the Korean youtube site, it won't let you post. |
