As we all know it is not actually law, and as such cannot really be enforced, is there a precedent for refusing to take it?

I wasn't sure how many laws the test's contravene (both Korean and international) until i read this:

No it is not law, but it is Immigration policy. If they want to they are totally in the right to deny you entry. Depends on the Immigration officer who you get. Personally I'd rather not take the chance of getting a hard-ass who doesn't particularly like foreigners.

And that report is not totally accurate either. Legally it's very shaky at best.
