1) So how do I get my degree notarized?
Who is qualified to do this?
2) Do the passport photos have to be official, or an I just use passport sized photos?

I got a notary public at my university to make a certified copy of my degree, then I sent it to Montreal. You'll need to send your transcripts and photocopy of your passport page and $2.20. I didn't send my transcripts at first but they called me and said they needed transcripts to verify my degree. Also send an express envelope so they can send it all back to you.
I'm not sure about the photos. I'm not at that stage yet. |

Did you send your passport to the consulate in Montreal once your visa number was issued? This seems sketchy to me but the website only states that a photocopy is acceptable when sending your CRC and degree. |

Just thought I'd mention that it's mandatory to get your degree / notarised copy of degree, apostilled.
'passport sized photos' are adequate for the ARC for Korean Immigration, but for an actual passport, check with the Canadian Govt website, as they're very finicky about passport photo requirements for passports. |

I don't think that's necessary in Canada, at least for the Montreal consulate...they only state that it must be notarized and you have to send you transcript(s). |

It's not the Montreal Consulate you have to satisfy, but rather Korean Immigration within Korea who have required apostilled documents, since December 2007. (Both your Degree & CBC). Here's a reply I got from the Korean Consulate in Sydney, on 5 February 2009:

As of 14th of July 2007, Korea became a signatory to the Hague Convention Abolishing the Requirement of Legalisation for Foreign Public Documents and as a result we no longer certify Australian Public Documents for use in Korea.
Holders of documents requiring certification including university degree (you must get notorized by public notary before you take it to Dept Foreign Affairs & Trade (DFAT), are instructed to contact passport office of DFAT in Sydney and DFAT (Department of Foreign Affairs and Trade) office in QLD, to obtain a stamp of Apostille. |
So the Canadian Government will need the notarised degree, to apostille it. They probably charge $70 a page too, same as Australia. Don't forget the less than 6 months old CBC, (Criminal Background Check) also needs an apostille. |

Canada is not part of The HAGUE agreement for Apostilled. What the OP needs to do is get the CRC notarized, then get a stamp on it from the Korean consulate.
The OP does not need to get the degree notarized if using the original degree. If using a copy of the degree, then the same applies for the CRC. Some consulates require a set of transcripts. A public notary can do it. You don't need actual passport pictures for the Korean Consulate. Photobooth jobs will suffice. |
