I need to call the labor board as I need to to take action on my precious employer. I worked with him for 18 months and then got a letter of release and a visa transfer for my new job. Now the health insurance people are tellng me that I have never had health coverage the entire time I have been here and my previous boss wont provide proof that he registered me for health care(I know belive that he did not register me for anything). I need to know who I can call to ask what I should do, my employer is telling me I will need to call the police and basically press charges. He also never registered me for pension of any kind...
If someone knows who I can call I would appreciate any information. |

You should forget about the health insurance unless you owe money to the hospital.
And with regards to your pension, you can contact (recommend actually going to) the NPS office and file a complaint. Be prepared to pay up half (4.5% of 18 months salary) of your share. The pension office will go after your boss for his share (4.5% of 18 months salary).
Make sure you have all your documents like contract, pay stub, bank book, etc. to back up your complaint and MONEY. |

I dont owe the hospital money but the health insurance people are telling me that in order to ensure me I need to pay up for the last 18 months and since I was paying monthly I thought I had hlaeth insurance...basically every time I was sick my old boss just took me to the doctor and would take care of it and I just thought he basically got reimbursed I dont think this is what was happening....so I need to know who to call as my current employer is telling me that I need call the police as this is what the labor board told them.... |

I assume you mean that the Health Insurance Agency has asked you to pay for the months you have been in country but not paying into the health insurance system. I believe you are required by law to register for health insurance and you cannot recieve health insurance unless you are paid up for your time in the country.
First, you need to go to your previous employer and explain that the Health Insurance Agency has informed you that you owe them back payments for the time you worked at his hakwon and that you expect him (your boss) to pay 50% of your health insurance premiums as it is stated in the contract. If he says no, then tell him you will take the issue to the labor board.
Take any records you have with you to your local labor board. This should include any pay stubs and the Health Insurance Agency's bill for back payments.
If your boss has not paid into the system, the labor board should find on your behalf.
Sadly, it may still take some time to get your former employer to pay. Also, don't forget he is only responsible for 50%. You will have to pay the other 50% but I would say it is worth it. It is much better to have the health insurance.

but if gave you pay statements that lists a deduction for your share of the health insurance, you will get it all back after a labor ruling because he just stole that money from you instead of submitting to the NHIC. another good reason for everyone to demand itemized pay statements every month. |

yes I know exactly what you mean but my current employer is telling me that that labor board has told them that I have to call the police as essentially he stole that money from me....so I want to call the labor board as this does not sound correct to me....so in turn I really would like to know who to call as am not sure where to call. |

Thank you for all the feedback....does anyone know where or who I call about this...amhainvg trouble finding an English number to talk to as I have mentioned am being told to call the police and I dont think at this point its a police matter....its a labor issue! If someone could point me in the right direction I would really appreciate it! |

Also note I paid into it every month, or so I thought as there was an 80 000 won deduction on my pay stub every month for health insurance. So essentially he pretty much just took that money off the top...I really need to know who to call....Help! |

Take all your documents including, pay stub, bank book, contract, etc. to NHIS (National Health Insurance Service i think that's what it stands for) and file a complaint. I assume they'll go after your old boss for all insurance premium.
I don't know how much you were making, but 80,000 won per month is a bit too much. You are obligated to pay approximately 2.54% of your gross salary and your boss the same. |

I dont think the National Health people will do that as they have told my new employer something different that I need to be paid up....but I could ask them as this would make sense...I think its more of a matter of going to the labor board....whos' number I really need or website or something... |

Show them your pay stubs. You ARE paid up. They must go after your school to get the money that he did not submit to them.
As for the 80,000/month... sounds like you were paying your half PLUS your school's half of the insurance. He made you pay for the entire thing (rather than only half) and in the end pocketed the entire amount anyway.
Show NHIC that you did in fact pay. Your boss broke the law by not submitting the money to the proper people. |

Marga - the Labor Board IS correct in telling you to call the police.
if your employer was charging you for health insurance, and then not paying the money they took from you, they were indeed, stealing your money and owe it to you.
here in K one can file charges with the police for such things - I've never done it but I have been told of others that have.
the police number is 112; quite possibly they will put you on hold or hang up on you until you insist on speaking w/someone in E. otherwise, you can go to a main police office and speak to someone in person.
if you have a K friend to go w/you it will help of course. take all the paperwork w/you and/or any papers the Labor Office gave you.
did you file a complaint w/Labor first? you should do that also in person -
on a side note, are you a native speaker? I'm just wondering because of a few key words you missed in your first post - and if you aren't, am also wondering if this is part of why you are getting the runaround from people -

The police will do nothing but tell her to file a lawsuit. It is a civil matter, and only the courts will be able to get her money back. The police will do nothing to the school's boss. |
