How do I speed up a video/whiteboard interface?

How the heck does Skype make their interface so fast (besides the loads of servers all over the world).

I�m trying to increase the speed of my web cam interaction with someone in the US (and other slow internet countries like Jakarta, Kazakhstan, China) using a Skype-like interface.

This particular interface, however, has the added properties of having a virtual whiteboard either side can write on with their mouse and of being able to upload document files for both to look at. One option is using a WMV interface and another uses an FLV video interface.

I�m trying now to minimize the desktop OS (Windows XP seems overwhelmingly faster than Vista) so that it uses up the least amount of resources (deleting many sys tray programs, uninstalling unnecessary software) and considering using Linux. I would like to try Google Chrome, instead of IE, but currently Firefox does not work with the WMV interface, although it does with the FLV one.

My question is what can I do to reduce the automatic buffer time that kicks in (with the FLV interface) and speed up the interaction?

I have tried reducing the frames per second from the current 15 to 10 or lower with unfavorable results (too much skipping feel). Does having a server in the country (at a IDC center in the country) help? I've heard opinion go either way. What are some other solutions or choices?
