Question about the ole E-2 Visa

So I've been reading about the E-2 visa application process and I really haven't found a definitive answer in regards to this. Some places lead me to believe you can get it while in Korea, others that you have to get it in your home country (I'm in the states, closest consulate is Atlanta which is about 6-8 hours away depending on traffic).

So, my question, I'm assuming here that you actually have to get it in your home country. If I'm wrong, by all means let me know. Second, has anyone had any dealings with the Korean Consulate in Atlanta. If so, how did they go about doing the interview, what does it entail, are they willing to do it by phone or webcam or anything of that sort?
