I heard this was a cheap way to stay when traveling around Korea. Anybody have any experience? Safe? Clean? Cheap?

Yes

I would never count on it for a great night's sleep though as you will be on the floor with a bunch of other people coming and going all night.

A damn cheap way to spend a night, or even half a night, if you can't be bothered getting a motel.

I used to use them all the time when I'd catch the last bus to Seoul, sleep 4 or 5 hours there (or even a PC room), and then catch the airport bus.

Yes, although you will sleeping on the floor with a dozen (several dozen at the bigger ones) other people, and people will be constantly walking inches away from your head in order to go to the saunas, or the gyms, or buy some food, etc. I've never had a good sleep at one, that's for sure. But I they are always safe, clean and cheap.
