I figured I could just go into a floral shop and buy roses and then take off the petals myself, but has anyone ever seen them selling the only rose petals (less work and maybe cheaper for me)?

I haven't seen petals sold, but go to Express Bus Terminal...it connects to an underground market and there are TONS of florist shops that sell bulk flowers at lower prices. You could buy many dozens and pull the petals off of those. You can also get there by going to Banpo Station and walking towards Express Bus Terminal/Kim's Club. You'll see the openings to the underground market on the sides of the street.

are you looking for inner petals or outer petals? 'cause you might be able to ask to have the discarded outer petals from a shop's day refuse and they wouldn't charge you much at all - if anything as it's usually just swept off the floor and tossed out.
