Someone mentioned this a few months ago but here's the latest news (from the Korea Herald):

Seoul City is considering placing carriages for bicycle riders in subway trains as part of measures to promote cycling.
The city government has been discussing with Seoul Metro and the Seoul Metropolitan Rapid Transit Corporation about launching cars for bicycles on subway trains by this October, said Seoul City officials yesterday.
The new system will be applied on public holidays during the first three months and then expanded to weekends and weekdays eventually, said officials.
Even after the full-scale introduction of the bicycle ecars, bicycles will still be restricted during the crowded commuting hours, in order to minimize the inconvenience of regular passengers.
Seoul City will also build ticket gates and sloped pathways for bicycles, project take detailed shape, said officials.
Some of the subway stations are considering building bicycle transit centers to help the bicycle-subway transit process.
This project on bike-friendly subways came after President Lee Myung-bak's April speech in which he emphasized the advantages of riding bicycles and the government plans to turn bicycle riding into an everyday means of transportation.
Seoul City announced last October that it will build 207 kilometers of bicycle paths by 2012 by reducing the width of city driveways and building an additional 88.4 kilometers by 2014. |
For anyone who's wondering, it's actually ok even now to have a folding bike on the subway, and it's only the standard non-folding bikes that are frowned upon. Still, I had my mountain bike on the subway about once a week for about 3 years in Seoul and it hardly ever caused a problem. Just pick the right time of the day, be polite and considerabe only use it when it's really necassary. |

haha, "fast-tracked"
Well, we've got to give President Lee credit where credit's due. I have serious doubts about a lot of his policies but he is making pretty good efforts to promote cycling, and that influence is clear in Seoul City Hall's policies too. |
