I have never heard this. I understand you need permission of both your first school and immigration. Immigration needs to add all locations you teach at on the back of your ARC card.

You won't be able to teach home privates this way. You can only teach at other hagwons or public schools. And to do this you need permission from your current employer and immigration.

Where did you get your quote from?

it showed up on yahoo questions when i searched e2 visa and private teaching.

So judging from your response it is possible to legally work at another hagwon as long as I get permission from my employer and immigration. Working at another hagwon trumps the idea of doing home privates in my opinion.

Assuming I get permission from both my employer and immigration, would there be any fees and if so how much would it be you think?

You can not do privates on an E-2 visa. You can work legally (with Immigration permission) at another hakwon. You can also work legally at more than one public school if you work in one of the programs such as EPIK, GEPIK...

I was able to get a part-time job this semester through the DMOE (I'm with EPIK in Daegu) that paid really well and was totally legal. I don't know if this is exactly what you are talking about but these things do exist for us public schoolers.
