There is not much specific information at the link, but it does say it is part of a 2-step approach. Sounds reasonable to me.

its always been a two step approach. That isnt anything new. Bushw anted the same thing: action by North Korea for aid. so they shut down Yongbyon and blew up a cooling tower, and we agreed.

This is the same thing over and over again.

Hold and wait. That's been pretty much the plan for the last 55 years. All of the other options kind of suck, or aren't available without China twisting arms.

I'm of the opinion that the country will either collapse under it's own weight, or they'll go through a reforming period similar to Russia, Vietnam and China. As much as I'd like that evil regime gone now, I can't see a way to do it.

All we can hope is that Kim's successor is more open to reforms.
