Is notarization 100% necassary for having UK ctc apostille?

Just before I send my Subject Access letter to the British High Commision in Wellington for an apostille, I just want to confirm once and for all whether it also needs to be notarized.

Is the notarization requirement set by the UK bureaucracy in order to get the apostille, or is it set my the Korean Immigration Service? From what I undertand the Korean Immigration Service simply needs to see that my Subject Access has been apostilled, so if the British High Commission in NZ is happy to provide apostille without notarization I should be fine eh?

Sorry to be asking all these questions. It seems like every answer I get these days also gives me two more questions to ask. Confused
