For those of you who read "Denied Interent banking - What have you been denied]?" thanks for joining me again.

I went to another savings bank (저축은행) yesterday and was again denied Internet banking. However, this time they were very kind and took the time to explain the situation. Apparently the laws changed recently (last year, I think) regarding foreigners and Internet banking
at savings banks in Korea. Although the bank couldn't tell me whether or not savings banks that offer Internet bank to Koreans must offer this service to foreigners, they did tell me that regardless of your previous stay in Korea, you must have resided in Korea for more than one year on your current visa status before you can have Internet banking. (This is not the the reason the first bank denied my application...) Now, before some of you reply that you have Internet banking and have been here less than a year on your current visa, please keep in mind that

1) this rule is only for Internet banking at savings banks, when you intend to lock money in for a year, or on a monthly basis for a year

2) this rule came into effect last year (I think).

Ah the old they changed the law last year excuse. I will wager that this law is from the - I made up a law, to get rid of the annoying foreigner - file.

Do not believe them, keep shopping and good luck.

No. I DO believe them. They WANT my business. They wish they could offer me the service now, but they can't. This bank certainly did NOT have the "another pain in the ass foreigner". They will welcome me with open arms as soon as the year is up and I plan to go back. Being treated with kindess and respect goes a long way in my book.

As to KEB ~ I'm not sure if it is classified as a "저측은행" or not.
I don't think KEB offers 5.3~5.9% on money that is locked in for a year.
But do correct me if I'm wrong.

rae,

What you refer to as a 'law' is nothing more than a bank policy.
The bankers misinformed you of this due to something lost in translation.

RealReality gave you helpful information regarding that.

Banks are like immigration offices. They vary from city to city, branch to branch.

If you feel they were kind and open, that is fine. However, don't be surprised if a foreigner you may know can have a greater number of banking options for going to another having a different visa/branch/asking a different teller.

SC has some good savings options. Even their standard straight up checking account gives like 3.5% now if you ask for it. Was over 4%...

What you could do is open an account at a Savings Bank for your savings purposes, and then start an account at KEB where you can do everything else for your day to day needs.

...... and international ATM card ....

Check this out.

This is what I went through to get an international debit card/ATM card/Check card from Standard Chartered bank at the Kangnam branch:

First a bit of info: I have an F5 visa (permanent resident Green card) married for 11 years. I've worked for a major conglomerate in Korea as a manager since 2007.

They told my wife on the phone that the applicant must be at least a manager level salaryman in a corporation. Passed that. I had to give them my original work certificate of employment issued by the company, my original contracts since my start date, they wanted copies of my passport, drivers license, and ARC card. I had to fill out 4 different forms.

The young lady spoke English with a North American accent, has lived all over the world for more than half of her life. She said that the check card with/international logo on the top left with mastercard logo rules vary from branch to branch, and that this is what her branch needed to process the application(s).

Amazing. I didn't want to argue with her, but I was curious to know which branches all the teachers get their international check/debit/atm cards from...and why standard charter bank is considered to be one of the easier banks to deal with when it comes to this card.

I have a platinum credit card from shinan bank that has a 15 million won limit - that took me five minutes to apply for. Without ANY help from my wife, so why is an international debit/check/atm card such a hassle?

I was in and out of there in about 20 minutes.

Not for me there wasn't. They wouldn't give one to me, saying it's against the law. I called their number to complain about the branch clerk who told me this and was told the same by HQ.

I went to KEB and got one though, and it works (tried and tested).

Some people just don't know how to get things done. Always always get the name of the person you are dealing with.
Clearly the website shows what services they provide.
If some lowly clerk says no go higher and demand the clerk be fired!
These people need to learn not to be morons.
You will get the services you require. The clerk will not get fired but you'll get a grovelling apology, and chastise the person in front of all the staff!

they don't want to spend the 10minutes making an account that you might use for only a year. That's their thoughts on the matter. It doesn't matter if you would be using their bank for that whole year, you're just not worth it...
