A Seoul court ruled in favor of taxi companies hiring drivers without proper contracts, a group blamed for speeding, reckless driving and various other crimes.

The court ruled against local government regulations banning taxi companies from hiring drivers under such irregular contract systems. Companies have hired the drivers without putting them on the regular payroll, a scheme to cut costs.

The Seoul High Court ruled Monday that a taxi company won its suit against the Yangcheon District Office. ....

....Under the contract taxi system, a taxi company can sign contracts with individual taxi drivers on the condition that the drivers pay a certain percentage of their income to the companies.

Currently, the contracting of taxis is illegal because contracted drivers operate taxis registered to the company without signing proper labor contracts with them.

The system was criticized for causing speeding, reckless driving and aggravating the working conditions of taxi drivers.

In August 2007, two contracted taxi drivers kidnapped and murdered two female passengers, triggering the Ministry of Land, Transport and Maritime Affairs and Seoul City to crack down on contract taxis to prevent possible crimes....

I wonder how much was in the envelope the judge got for that ruling?

The utter stupidity that goes on here at times is utterly mind boggling.

I don't see the problem. A taxi company wants to hire a driver, and the driver wants a job. Provided the driver has a license, what's the problem? That many of them drive dangerously is an argument for stricter enforcement, not tighter regulations.

Because a large portion of these "illegal" contract drivers are actually ex-convicts who can't get a job doing anything else. That's why they illegally contract.

A TV news show two years ago estimated that about 40 percent of the taxis on the roads were illegal contract taxis.

As long as I have a super fast ride, a conversation about Korea in broken and/or drunken language fragments, it doesn't matter to me if the driver is legal or not!

I wonder how stupid some of these rulings really are. Maybe these rulings are actually very sound and it's just the laws here are poorly written? Remember those members of parliament chopping down those beautiful doors and chaining themselves to the desks? Think they write well thought out, properly worded laws?

You or the driver?

Either one! I have always seen Korean taxi rides as a gamble with life and death for a low price. There aren't really any drugs to take, police patrol the ocean so you can't swim out too far, and there aren't any violent creatures left in the mountains here. A lack of adventure and risk. Curiously, however, safety precautions we take for granted back home are not thoroughly considered in Korea. You are lucky to be in one piece after a walk to work!
