DPRK suddenly opened the floodgates of its dams on Sunday, sending a swell of water downstream which washed away 6 South Koreans camping on the banks of the Imjin river.

It would seem to me that common etiquette would demand some kind of warning that they were about to do that.

Are we sure they opened it? I wouldn't be at all surprised if it had just fallen apart. I get the impression the infrastructure up there isn't holding out so well.

UWB, I was thinking that too. It hasn't rained much, in the nw corner of ROK, since the beginning of summer camp, over 3 weeks ago. Hardly an emergency "flood" release, as claimed. (I live near the mouth of the Imjin River). So:

(a) the Hwanggang dam has either partially / completely collapsed
(b) a deliberate 'weapons' test"

They've promised to do that 'next' time. A bit late, when 6 people are dead / missing, including a child.
