Read the Korea Times for a laugh. Tried to find the article Ewok mentioned in his thread, came across some irony...
First story:
Random Checks for Illegal Aliens Upset Foreigners

Hmm.. IDK- why not use those Illegal Aliens (or in general, foreigners that have been harassed) and ask them to promote Seoul as a tourist destination??

I never quite understood the whole spot check thing. If I'm not carrying my ARC, can't they just call immigration and confirm I'm registered. I'm waiting on my replacement since I lost my wallet, and it seems ridiculous to deport or fine someone because they lost their wallet. Also, what about anyone during their first couple of weeks in Korea who are waiting for their ARC which they can't order until they are in the country? |

There is a difference between cracking down on illegal immigrants and stopping random people who look foreign without probable cause. Do immigration officers stop random Latinos on the street in the US as they are walking out of supermarkets and demand to see immigration papers? |

UrbanMyth, I applaud your swift response to my question.
However I doubt that you actually read the article.
They insist on foreigners (you and I) to carry our ARC AND a copy of our passport (WTF??) "just in case" the police decide to do a spot check. That's harassment. They don't approach the workplace, but they take civil liberties from people in public places which is embarrassing. Then they want another set of foreigners to promote Seoul as "the place to be". I don't get it |

If an immigration agent ever asks me to present my ID I'll take off in a mad run and take him on a 1/4 mile sprint run until I'm out of oxygen and he tackles me. Then I'll calmy remove my ARC card and passport copy and give it to him. |

Not that difficult to understand what's going on. Probably just two branchs or people thinking two different things. Some that like foreigners and want more coming here (tourism part?) and parts that don't (immigration?)
I guess it's gay marriage in Canada. One part of the government doesn't care and is for it, and one really rather not have it there.
Not a great comparasion, I know, but you catch my drift.

Good idea! If there are ever any questions, you can always say that he didn't show ID (they don't) and you thought they were trying to scam you. |

As I am not from the U.S. I wouldn't know...but how do you suppose they find them?
And as for that, we only have ONE annoymous person claiming this happened. I don't know about you, but I'm going to need a little more than ONE foreign teacher saying this is the case. |

How is insisting that foreigners carry ID harassment? If you meant the spot check then maybe, but the way you wrote it, it sounds differently. And if this is legal, then spot checks aren't harassment.

Again we have ONE person's word for this. And if someone is illegally staying in the country, being embarrassed is the last thing they should be worried about. If you are legal you flash your ARC and then walk away. What's not to get? They don't want ILLEGAL aliens in their country, but they're quite happy with LEGAL foreigners to promote Seoul. Sounds fairly clear to me.

They find them at WORK (in the sweatshops, or at the farm)

If you had read the article posted, you'd note that not only was there ONE person, but FIVE. And none of them, let me repeat NONE were ESL teachers

If YOU'D actually read what I posted you would have seen that I was talking about the PERSON making the allegations, not the people SHE SAYS were arrested.
I even used the same word the article used "anonymous" for those posters who didn't have their morning coffee. |

They can do things like checking employers. In most jobs in the US at least, you need to provide a social security card. Immigration can check pay and tax records in order to see if there are illegal aliens working for you.

It hasn't happened to me personally, but according to the article, we are required to carry a copy of our passport and arc at all times, and there is no need for probable cause to stop you and check your id. |
