This is the report to the Korean Human Rights Commission prepared by the lawyer for the English teacher that refused to take the AIDS test. Her case was that it was based on racist scaremongering drummed up by that anti-English Spectrum group. It's long, but you absolutely should read it. It outlines the extent of racist stereotyping going on in Korea, and how the Korean governmenty - in clear contravention of its own constitution - is playing right along.
Speaking for myself, I was very angry after reading this document, and I'm thinking about forwarding it to all the Western embassies in Seoul as well as secveral major newspapers in North America.
Korea cannot keep pretending to be a first world country while it keeps actiung like this.
Here is the report (courtesy of the Marmot's Hole). Read it.

The USA also denies resident/work visas to people with AIDS--often even people who are married to US citizens. Does this make the USA a third-world country?
I agree there are problems with racial profiling in Korea. However, countries have every right to set their own immigration policies.
ETA: Whoops... I spoke too soon. Read the whole report and he makes a specific point to address how the enforcement of AIDS testing for E-2 visas is racial targeting. It makes more sense.
I just got pissed 'cause the OP was trying to suggest racial injustice makes Korea a third-world country. I'm no apologist, but people making that kind of argument annoy me because it's arbitrary classification and only designed to insult Korea for no reason at all. Ugh.
All in all, it's a worthwhile read, although extremely biased in its own right, as it focuses exclusively on the efforts of one hate group in Seoul. It is a mistake to generalize their thinking onto the entirety of Korea. Akin to suggesting the KKK represents America because a large number of folks belong to it and listened to their BS arguments when Obama was running for presidency. |

Why do people like storysinger always have to turn this into anti-USA arguments?
Why not anti-Aussie?
Or anti-Mongolian?
Or anti-French? |

I'm American. It's my basis of comparison.
But my point was that calling a country not "first world" on the accusation of racism, even institutional racism, is stupid.
Not sure about Mongolia, but yes the racial issues in Australia and the nationalistic ones in France would also make fine analogies. |

I'm all for not allowing work visas for people with AIDS. However, I'm a closet germophobe and scared of AIDS. Also, if the USA does it, why can't Korea? |

Probably have enough home grown ones and they don't want to upset the delicate balance. |

Korea, racist? Who knew? As for other countries also being racist, one country's flaws do not mitigate those of another. This is the Korean forum and that is the topic of the post. Pointing out racist practices in other countries does not forgive Korea's.

Many countries deny visas for Aids victims. What race is H.I.V? Full blown Aids case treatment would jack up the cost of healthcare for everyone. It's a contagious disease. Why would anyone want it brought into their country? Also certain types of t.b. and other diseases are reasons for denying visas in many countries. |

Did you even bother reading the blog? In his case before the NHRC, Wagner acknowledges Korea's right to keep people with HIV out of the country. But the rule for HIV tests was implemented as a direct result of a hate group being allowed to operate and influence government policy that goes against the Korean governments own statement of wanting to build a society of mutual respect and understanding.
I don't know who the OP is, but I am glad this link was posted and hope she wins her case. Furthermore, I know from experience that MANY Koreans in government positions are prejudice against white males, and no where is this more evident than at the department of Immigration. I have applied for my F5 VISA under the immigration rules that govern immigrants who have been married to and divorced from a Korean spouse. Since I am a white male, I fully expect to be refused an F5 VISA even though the courts have ruled that the divorce is my ex-wife's fault, I have 50 mil won in the bank and have been living in Korea for over 11 years.
I have already contacted an attorney and am willing to fight for my VISA. And now that I have read the presentation about the AIDS testing, I think that every expat English teacher in Korea should band together and file a class action law suit against the Anti-English group, Naver and the government for allowing such a group to influence policy. Having said that though, I doubt that there are enough foreigners with the guts to stand up and fight such a battle. One thing Koreans have over Americans and other expat English teachers is the ability to stand together and fight for what they all say they believe in. Instead we all hide behind our fake names on this forum and bitch at each other and give the Koreans more ammunition to use against us. |

I would not want my kids taught by someone with AIDS given the choice, does that make me wrong and third-world in thinking? If i was an employer i certainly would not want that type of person working for me, i think most people, if honest, would agree.
Welcome to the real, imperfect, world. |
