Hi - I'm "confused" about the requirements

From what I read, a state seal from my US state on a cbc will suffice

True or no?

From what I read, I can take a CBC that I printed off the internet, provided it came from a state source and via a circuitous method at the Seoul-only US embassy, I can get an affidavit that transmutes somehow into into either an apostille or apostille like acceptance.

True or no?

Dude, just go to your local sheriff's department and ask for a notorized criminal background check. It takes 10 minutes. Then mail it off to your secretary of states' office of notorization and apostilles. it takes a week or two return. good luck.

Thank you. I don't live in the states, I can't do walk ups. This country does not do finger prints. My problem.

Not all states are the same. My sheriffs office would only do county checks, I had to go to a private company that would scan my fingerprints and then send off to the state to get my check. I also had to fax a letter to the same office that my fingerprints were sent to telling them that this was for an international work visa.
Then I had to get them notarized, get the notarization certified then go to the sec of state to get the apostille.

ta-dah!!!

Countywide checks are no good any more. You need a state level or federal check. For me this meant requesting a search from the New York State Supreme Court in New York City, then getting it authenticated by the New York County Clerk (because that's the county the search was issued in), then apostilled by the Secretary of State's office in Albany. Since I live in Buffalo (7 hours from NYC, 5 hours from Albany), this process has been a serious pain in my ass.
