i usually got it with the last payday even when re-signing with the hagwon
but once, last spring, when leaving a hagwon after three years there, i was told it would take them a couple of weeks to get, they being a small biz, mom and pop operation with young kids of their own, and - indeed - two weeks later when i phoned them they put the amount into my account that very day
if you have a good relationship with them and they are good people then no problem
but WARNING: there are many hagwons which don't pay severance and just delay, delay, delay then don't pay and i have no idea how to nicely get it. i know a guy who went to the ministry of labour and filed some paperwork complaint and got it eventually; i know several guys who never got severance, the hagwon simply deciding not to pay)
