I've read that you're supposed to give your ARC card back when you finish a contract and leave Korea.

If that's true, then who do you give it to; co-teacher, local immigration office, airport worker before leaving on your flight home...?

As you go through immigration they will look for a re-entry visa/stamp. If none is present they will ask for your ARC card.

Do not give your ARC card to anybody else

Even if nobody asks, just hand the card to the immigration officer who is stamping you out. You may perhaps need to insist, especially if there is still time left on your visa.

[opinion] Never tried but my guess is that if you might have to pay a fine if you return to Korea. I wouldn't expect it to be a big issue though. [/opinion]

I first started in 2007. Upon going home, no one asked for my card. So I took it with me. I still have it and they gave me a new card when I got back. It is now a item I willput in a photo book for my children.

ha! Laughing
I still have mine from when I was a teacher. I never turned it in either. It makes for an awesome conversation piece when I show people onbase what a Korean "blue card" looks like.
