How long would I wait for my F-3 Visa?

Anybody got an idea about how long would i wait for my F-3 visa to be delivered? I am from Cebu, phil. I went to Manila Korean Embassy last November 25, 2009 to apply for my visa. I paid extra money for the delivery (since i'm far from the embassy). My visa was released last december 3-- im waiting now for it to be mailed. How many days would it be possibel to be delivered? Any ideas or experiences? ty
