Does anyone know of a site where you can watch movies instantly on your computer in English(like Netflix in the US)? Also, is itunes available in Korea?

Well, technically you could get the mutorrent application go to a site like isohunt.com and download torrents of all the shows and movies you'd want to watch, buuuuut that's technically illegal, sooooo don't do it.

From an academic standpoint, I'm interested in how vigorously copyright laws are enforced in Korea. Is it easy to torrent files? How about Usenet?

Doesn't have to be, countries that sell work copyrighted in others have agreements to uphold them...they just don't care to here in Korea.

Any bittorrent program is good, you can use Netflix if you use a VPN or proxy.

Vuze is the hands-down best torrent client. check it out
As for iTunes, yes it is available in Korea. Now I assume you have an american itunes account. you can still use it in Korea, no worries.
