What is the best way to do this:

- Airport (on the way out)
- Ahead of time at immi office near COEX
- Local immigration office (Suwon in my case)

I've heard getting it at the airport is easy but I am flying at 9:00 PM. Will this office be open and is there any chance I don't get it?

The airport office is open from 6am - 10pm, 7 days a week.

You can only get a single use re-entry permit at the airport.

IF you want a multi-entry you have to get it from your local immigration office (in your case - suwon). It takes about 15 minutes AFTER you get to the counter.

The cost is 30k for a single use and 50k for a multi-use re-entry permit.

You also need your ARC and a filled in application form.

If for some reason you can't get to the office, you can apply online here:
http://www.hikorea.go.kr/pt/main_en.pt (under e-application) and print the "certificate" out, which you MUST do as they won't have this information available in their databases at the airport for some reason. It takes a couple days instead of a few minutes in the office, plus the site installs all the usual crap on your computer, AND I had to try seven different computers before I was fianlly able to open the file to print it (on an old machine that I think was running Windows 2000, literally 3 hours before my flight took off). But you can do it.
