If you want a public school job, simply wait till you have your parchment (and other documents) in hand and then apply. There are ALWAYS jobs open in the public school system.
Do NOT let any recruiter scam you into taking a hakwon job on the pretext that there will be no PS jobs. He can't get you a legal job until you have the documents in hand anyway.
Patience is your BEST friend.
