I've tried.
You need to choose Korea when choosing the country in the process of opening a new paypal account.
It will allow you to link your korean bank account but they request your National ID #. My F-4 residence ID doesn't work. |

I know it's possible, a friend who used to post here had one, but he was on a business visa, not a teachers one. |

I have an USA and a Korean paypal account.
For the Korean one you can't enter a Korean bank account. You can enter a Korean debit/credit card.
You do need a Korean ID number, but they really don't verify this. You can ask any woman you date or a school teacher for theirs.
Once entered you are fine, but like i said t wont allow you to:
1. Send money as a gift.
2. Put money in your Korean account
3. Use the credit card maker to shop online.
You can however use your debit card to send money to yourself in USA or to wire money to your USa account.
I have an E-2 visa btw.
Even F-4 peope could use their spouse ID number and it should be just fine. Paypal also has their asia headquarters in Singaphore, so they would help you out. |

Oh, no verification for the National ID?
I might have to do this then.
Oh and it's the other way around, you can deposit money into your Korean account, but you just can't withdraw from it into your paypal account.
It's also F-2 visa for spouse. |

Yea, they don't verify your ID number.
I just dated a woman long ago and she let me use hers. I don't think they verify yur USA SSN either. When i signed up years ago with paypal for usa. |

Yes, you need a debit or credit card to use...I wonder if I call them, they will allow foreigner IDs.....if so, transferring money would be free. |

Well you can use a NH debit card or a KEB secured credit card from the Korean side. Then send yourself money to the USA side. I wouldnt say its always free, you would still have to pay the paypal service fees and they don't always have the best rates on money exchange.
Sometimes buying online with just the Korean credit card or debit card is a headache. Some websites want the korean address or you to verify it "the new visa mastercard thing"
But if you send money to yourself from Korea, to USA, then use the usa option to generate a new credit card when shopping online you bypass all of the headaches. And you are protected by paypal as it was in your paypal balance. Keep that in mind if you ever wanted a refund off your korean credit card. It wouldn't be easy to talk to them.

Ebay shopping
