How soon is it good to apply to PUBLIC SCHOOLS before one's contract is up?

Is it good to have your application on file with the recruiters, SMOE, GEPIK, etc. months before your contract is up at your current school so that months from now when your contract is up at your current school you can just apply directly to a PUBLIC SCHOOL when a position becomes available?
