This is from a recruiter:
"The Recent Korean immigration law has changed that your experience will be accredited from the date you have registered to Korean ministry of education department with your alien card." |

| I think it means they won't count any hagwan experience, only PS experience. But I'm not sure. |

No.
All teachers have to register with MoE. |
