Unless you got a vpn with a Canadian or American IP, it won't play outside that region.

If you can't watch dramafever.com from Korea, how about downloading from D-addicts.com. You can also find sub titles in d-addicts.

d-addicts is my #1 choice tbh. I prefer xvids with HD caps and quality subtitles. Sometimes the subs suck, but overall pretty damn good for FREE.
