I've got a 7 hour layover in Narita.

I was wondering if there was anything close by in Chiba or near the airport that would be worth checking out.

Take the Keisei line one stop down to Narita Station. Downtown Narita is a very pleasant and charming place with lots of little shops and small cafes. You can also walk to Narita Temple and if you have enough time, catch the bus to Aeon Mall (10 minutes each way).

Agreed. When you exit the station walk up to the first road and turn left. Keep walking and you'll eventually get there. If you want to go to the mall exit the station and cross the street. To your right is a small bus station area. It'll cost 100 yen or so I think.
