Hi there,

I'm currently visiting family in Canada after spending a couple months traveling around SE Asia. Before I left Korea I opened an account with an international debit card. It has worked for me consistantly the entire time I was in SE Asia and for the last month in Canada. Yesterday and today I tried to use this same card in Canada and was unable to withdraw money.

Has anyone has this problem before? It seems strange it would just stop working all of the sudden. Yes, I am certain I have money left in the account, in fact there should be quite a bit. The error I got didn't say insufficient funds but that my institution would not allow the transaction (or something to that effect.) Is there any way I can correct this from Canada? Does anyone know of a magical English speaking KB help line?

Any help or insight would be greatly appreciated.

I was told that due to a new gov't banking regulation, I had to sign some documents to the effect that I 'promised' not to take out more than 50 million won/year from abroad using my int'l ATM card (I have a Q card).

This 'new regulation' came into effect at the beginning of this year-- I signed the paperwork at the bank (along w/copies of ARC/passport/bankbook) and didn't have any probs with cash withdrawals in the US or SE Asia this winter.

For what it's worth, if you want to spend the money, you can call the local Seoul telephone on the back of your card (mine says 02-6300-9999) from abroad and you can get an English-speaking customer rep during Korean business hours and find out exactly.
