Get a Korean friend and go to a Community Center/주민센터

Just be sure they do it carefully, and have your friend explain the process if necessary. I did this, the employee was a bit baffled but did it correctly, and best of all: It was free!

The police station would not perform this service, by the way.

Americans can have fingerprints taken at the Yongsan Army Base, for free. You can take Line 4 to Sookmyung University Station, then take exit 7. Walk straight ahead for about 5 minutes and you'll see the USO on the right hand side. As you walk through the gate, the building almost directly in front and to the left is something like "ID Services and Transportation". It's free and easy...and everyone speaks English. I think they close at 4PM so don't go too late.

Thanks. Do I need to bring my passport to prove I am a U.S.citizen?

I didn't have to show any ID to anyone...ARC, passport, driver's license, nothing. I guess that other nationalities could also go there to get fingerprints done, but I didn't ask.

I need NY State fingerprints done, but can I use any finger print cards that are done at the Yongsan location? or do I need to wait for NYS department of criminal justice to mail me the finger print card?
