7107 islands... hard to not find a beach.
July is NOT a holiday time here and not a peak travel season so everything outside of Boracay is cheap.

You'd be lucky to find anything from Busan to another country. Direct, no way.
Busan to Cebu or Busan to Manila, then go somewhere else. You could fly or take a bus. |

Busan to either Manila or Cebu. Then you take a domestic flight (frequent and cheap) or a boat to your destination.
Cebu is NOT a resort or resort area. It is the 2nd largest city in the country (or one of the larger islands in the country).
The resorts are either out in the province or over on Mactan island. |
