Dialing Korean Cell Phones from US Cell Phone

To dial international I use a calling card say: 800-666-9999.

After responding to the options, then I dial the number say: 011-82-55-666-7777.

This works because it's a residential number.

Now I dial say: 011-82-19-666-7777.

I get a message saying it's unnecessary to dial a "1" before the number.

What's up with that?

Anybody got a clue?
