visa transfer or start new?

Ok
I left my job at the 6 month mark, and I am currently back home.
My boss said she would give me a letter of release, and she would help me do a visa transfer
I didnt get those documents before I left, I had to hurry up and get home due to my departure day.

My question is can I do a visa transfer, from the United States, or do I need to start from scratch?

You need to start from scratch. The LOR is useless now.

IF your visa was canceled at your departure you have to start anew.

If your visa was NOT canceled AND you (still) have re-entry privileges on it then you can return to Korea and attempt a transfer. A transfer may or may not be possible (depends on your old boss and the immigration officer who will handle the transfer. )

If your visa was not canceled but has expired then you start anew.

If your visa was not canceled you can do NOTHING from the US.

His boss may have gone to immi and cancelled the visa without telling him.
