Annual Paid Leave or Vacation?

I have a question regarding the Labor Standards Act.
Some clarification would be great!

Article 60 of the Labor Standards Act:
"An employer shall grant 15 days' paid leave to a
worker who has registered not less than 80 percent of
attendance during one year."

So, does that mean perfect (or near perfect) attendance is a bonus? Or does the boss count this "annual paid leave" as "vacation"? If you keep reading it seems that this "paid leave" is up to the employee to claim or it is lost.

Does anyone know about this?
