Can you send money home without an ARC?

I've always used my own Korean bank (where my salary goes) to transfer money abroad (i.e. to my home bank account). To open a bank account, i've always needed to show them my ARC.

Someone recently asked me if it's possible to send money abroad by bank transfer without having an ARC. The guy has an E2 visa but doesn't have the ARC yet. Does anyone know of a bank that allows people with an E2 visa but not yet an ARC to open a bank account? Or to simply transfer money?

I already know about Western Union. But I wouldn't recommend that to anyone unless it was an emergency. The commission is quite high.

If anyone has some experience, please post here or PM me.



By the way, why is it so hard for people to get their account on Dave's activated? It took me about month of pestering to get mine activated and I know plenty of other people that just gave up on it? Is there a limit or something?

You CAN send money out with just your passport.

I have never needed an ARC to send money out of Korea but have ALWAYS been asked for my passport.

Just go to a forex desk in any bank.
