i know you can find evaporated milk here as I've gotten it before. Unfortunately, I don't remember what it is called here. Go to a bigger supermarket and hunt around in the cooking aisle. I believe I've gotten it at Kim's Club and Lotte Mart before. But any of the larger grocery chains should carry it. If you're desparate, ask a korean you know who speaks english for powdered milk. that should get you the same thing really. good luck!

edit- i realize now that i was thinking of powdered milk, not evap. milk. oops

It depends on the recipe, but often you can just substitute whole milk. Or add dry milk powder to some milk until it's thick enough. Evaporated milk is just milk that has some of the water evaporated out, so it's thicker and more concentrated. Or mix cream and milk together. Google is your friend, there are so many possible substitutions. Also Foreign Food Mart in Itaewon usually has a few cans of evap milk in the baking aisle, but it's expensive and easier to just use a substitution.
