So they just moved me into my apartment today, and everyone left before I can ask basic questions, like, how do I work the heat. So I am freezing my buns off. I took a nice big picture if any of you much more Korean fluent folks can help me out:

As you can see by the bottom nob I have it cranked, but prob a setting is wrong heh. |

You've just got your water heater on. The knob on the right is facing the right. If you want floor heating (and water), turn the right knob to the left.
The left-hand knob is set to "high" heat (it's turned to the right), which you probably want for now. In summer, you might want to turn it to the left so you don't scald yourself too much.
The big middle knob is for the floor heating level, which is turned up really high (but shouldn't be on because of the right hand knob set to just 'water heating'). If you want floor heating, turn the right side knob to the left and set the middle one between the 9-11 o'clock position, unless you want a sauna (and a really high gas bill). |

I went without heat for like 5 weeks between Feb and March because I couldn't figure it out. Turns out it was actually just broken.
Slightly different than yours but nobodies of my model seems to shine more than 2 of the full 5 lights for some reason. |

Just one more question. The push button in the upper right is power for both the floor and water, correct? I only ask because I've had it off all day to save money, but my room is actually pretty warm, which I thought odd given that it is a chilly day. |

Yes, that's right. We have the exact same one. Dunno why your room was still warm, maybe thanks to your neighbours? |
