Not sure if it can be done online, but the process I went through was a piece of cake.
1. Need to get insurance on the car.
2. Go down to the local gu office of the buyer, both parties need to be present (at least in my case)
3. Show the title, registration, insurance paperwork. Seller signs some paperwork transferring ownership, buyer signs some paperwork accepting owndership
4. Get a stamp from the same office...be shuffled around from several desks for stamps, payment, more stamps..final approval.
5. In my case, we didnt even have to change the license place..all was transferred to my name in a matter of a few minutes.
Also in my case, the seller needed to get some kind of docujment from the local gu office in his area (He was from Suwon, I live in Daegu)
Also, after all of that was completed, I needed to go down to the city hall building for some signiture, basically registering the car as part of the city for tax purposes. |

I just bought a car recently. The person I bought it from lived near Ilsan and I live in Dongdaemun. I don't remember the name of the form, but they had it with them when I went to look at the car. We sat at a food court and filled all the papers out and paid in cash. I went down to my gu office (without them) and filed all the paperwork and paid the tax. We had someone drive the car back for us and then I got the insurance the next day before I registered it.
Just make sure there are NO LOANS on the car. Your gu office will be able to tell you. In my situation, the loan was paid off but not canceled. I had them cancel it to make sure it was clear. |
