Originally I had understood that Busan is generally warmer than Seoul year round.
But I just heard from someone visiting there that it actually feels colder because of the constant wind.
Is this true?
That would suck, if true. San Francisco, for example, even on sunny days can feel very chilly because of the atrocious wind. |

I did find that the wind on Yeong-Do often was cold, and then when I would leave the island for the main part of the city it was warmer. It also does rain, rain a lot in summer. But overall Busan has a gentler climate than Seoul, with much milder winters. |

I live in Busan but have been going to Seoul for maybe 3 out of the last 5 weekends and Seoul is definitely colder.
Yes, it is at times windier in Busan, but regardless, it is warmer. It rains here when it snows in Seoul so take that for what it is (in the winter). I also notice air quality is much better in Busan. Yes, it does rain more frequently as well.
I did not know it at the time, I only heard the air quality in Seoul is relatively bad. I only found out firsthand when I was late for something and ran about 3 blocks only to succomb to a burning throat, aching lungs and a cough for the rest of the night. It was terrible. |

as i've lived in smaller communities i've travelled to both of the biggest cities countless weekends over the years:
the wind has made me chilly in winter in Busan but Seoul is downright FREEZING then
the wind has a nice cooling effect in summer in Busan while Seoul is clearly BAKING me alive with an extra layer of humid-induced sweat |

Ok, so it is not as hot in the summer(because of wind) and not as freezing as Seoul in the winter?
basically, milder year round?
judging by the weather report looks like it was really cold in Busan in March. |

The one time I went to Busan (xmas), it was ridiculously warmer than Seoul. I was amazed it's the same country. My friend who lives in Busan also said she doesn't like to come to Seoul, because it's too cold. |

Depending on the time of the year Busan's low temperature is often Seoul's high! |
