I have been offered a job back in Korea with my old boss. He has been getting mail about me owing fines on my car. I sold the car over 3 years ago and left the next week. The buyer promised to soon get it changed over into his name BUT never did. Has anyone encountered this? Is there a way to clean it up short of paying his possibly mountain of fines? The boss is concerned that I will be blocked from entering Korea regardless.

I doubt it. It would be more likely they want you back here so you can pay the fines.

In any case it is a civil offense at most, not criminal.

If you know your old ARC # you can call Korean Immigration, during their open hours, from overseas and ask about your status and anything that may be blocking you from working or living in Korea. Sometimes you can give them the proper name you were registered under, instead of the ARC #.
It may be a pain to call and it may be embarrassing, but once you know if there's a problem you can sort it out. Sometimes there's no problem. Some hagwon owners yell about reporting people to Immigration over nonsense, and foreign teachers assume that Immigration cares, but often Immigration doesn't care about petty things. You'd be surprised. Korean Immigration only cares about Immigration violations.
